Emergency Council & Multisigs

VIRTUS Protocol has no admin keys capable of modifying core logic, redirecting funds, or overriding governance. All privileged operations are handled through multisignature wallets with enumerated, limited powers — fully verifiable on-chain.


Emergency Council

The Emergency Council is a Gnosis Safe multisig with strictly limited, enumerated powers. It exists to protect the protocol under exceptional circumstances — not to govern it.

What the Emergency Council Can Do

What the Emergency Council Cannot Do

  • Modify emission parameters or coefficients
  • Access or redirect user funds
  • Override governance votes
  • Modify fee distribution logic
  • Change core contract logic
  • Pause, upgrade, or replace any protocol contract

Emergency Council powers are intentionally constrained and subject to progressive decentralization as governance matures.


Protocol Multisig Wallets

All protocol wallets use Gnosis Safe multisignature security — multiple independent signers must approve every transaction before execution. No single person can act unilaterally.

Deployment Wallet

Used exclusively to execute the genesis mint at protocol launch. It holds no ongoing role — no spending authority, no custody of user funds, no admin rights beyond its Emergency Council function.

Operational Wallet

Receives proceeds from the VeLock Portal. Used for protocol operations. All inflows and outflows are publicly traceable on BaseScan in real time.

Team Wallet

Holds the team's veVRT positions. Tokens are locked on-chain — lock duration and positions are publicly verifiable. The team earns the same trading fees and rebases as any other veVRT holder, with no special distribution mechanism.


On-Chain Verification

Every multisig transaction requires multiple signers and is recorded on-chain. There is no off-chain coordination that could bypass the signature threshold. All wallet balances, transaction histories, and lock positions are publicly visible:
